Probably the greatest reason for not pursuing unity between congregations is lack of resources. Your minister, elders, staff, etc… have limited resources at their disposal and (much of the time) must allocate them to serve their local church first. Coordinating with another congregation requires time and spiritual and emotional energy which may not be available or may detract from local needs.

Unity is forged by individuals and not institutions. You personally can take the charge to create a bridge with members from the other local congregation in your area. Do not expect your leadership to do it, they may already be overwhelmed.
